U.N. Secretary General Antonio Guterres told dignitaries at the African Union Summit in Addis Ababa,. Ethiopia on Monday that global financial systems are "starving" Africa's vital systems by debt relief denial and high interest rates   He also said Africa is greatly underrepresented in many global institutions including the U.N. Security Council.
