Uganda’s parliament is scheduled to meet in a special session Tuesday to reconsider an appropriations bill returned to the legislature after President Yoweri Museveni refused to sign it into law. Local media reports say the president declined after accusing lawmakers of tampering with the measure without authority from the executive. The appropriations bill authorizes the expenditure of government funds.
