However, the Council for Scientific and Industrial Research says it is able to accurately predict the outcome of elections by studying voter patterns from previous elections. The group's strategic partnership manager, Ndumiso Cingo, tells VOA's Paul Ndiho that his organization can predict the outcome of the election within a two percent margin of error.
