As South Sudan joins the rest of the world in marking 16 days of activism against gender-based violence, some activists are calling on the government to address sexual violence across the country. VOA's Juliana Siapai reports South Sudan’s minster for gender, child and social welfare says gender-based violence has affected South Sudanese cultures, adding that her ministry has received an alert from a whistle blower about a serial rapist in the capital Juba.
