South Africans living below the poverty line in the nation’s most populous city, Johannesburg, say they are pushed into occupying housing that is subpar and has a high risk of fire with minimum access to water and electricity — developments resulting from failure by housing officials to keep up with increased demands resulting from an influx of residents.
