Some motorists in the South Sudan’s capital Juba, are accusing traffic police officers of harassment, intimidation, and extortion. But the head of public relations at the traffic police department says officers who abuse their powers are acting on their own. For South Sudan in Focus, Juliana Siapai reports from Juba.
