United States president-elect Donald Trump has indicated he is willing to utilize a little-known process called ‘recess appointments’ to help confirm members of his cabinet. While previous administrations have used the procedure to achieve their policy goals, none have used it for high profile positions that normally go through a strict vote in the U.S. Senate.
