The U.N. High Commissioner for Human Rights condemns the ongoing erosion of Tunisia’s independent judiciary as the government escalates its clampdown on dissent; South Africa’s government has declared a state of emergency after floods caused by heavy rains killed at least 12 people and damaged homes, roads and bridges; And, the Kenyan government says it will send troops to the drought-stricken north to contain cattle rustlers and bandits who have killed scores of people.
