Coming up on Africa News Tonight: Former Ghanaian President John Mahama says Western countries should consider developing a “Marshall Plan” for Africa similar to the U.S. plan that aided European recovery efforts post World War II. The U.N. Office for the Coordination for Humanitarian Affairs Wednesday said at least 900,000 people were affected by floods across 29 counties in South Sudan.
