Uganda has confirmed an outbreak of polio after samples collected from sewage plants in Kampala tested positive. For Daybreak Africa, VOA's James Butty spoke to the Ugandan health ministry's Emmanuel Ainebyoona who said reduced polio vaccinations during the COVID-19 pandemic could be a factor.
