Do billions of dollars in loans to Africa affect Chinese influence in Africa?

The Chinese Loans to Africa Database shows Chinese financiers, between 2000 and 2020, signed loan commitments worth $160 billion with African governments and their state-owned enterprises. Wolfgang Pusztai, from the Austrian Institute for Security, explained to VOA senior analyst Mohamed Elshinnawi how that affects Chinese influence in Africa.
